Chief Executive Officer (CEO)
Janet Doherty Pulliam
Janet has over 25 years of broad-based healthcare experience, ranging from health plan, hospital and IPA roles. She joined PPMSI in 2013 as the CFO and was a key participant in the acquisition of the organization by Hospital Corporation of America (HCA). Janet assumed the CEO role in July, 2018 and is a strategic leader driving corporate initiatives to get ahead of increasing industry demands and supporting our physicians to deliver the best healthcare in the industry. Janet participates in multiple committees for APG (American Physician Group), is a member of HFMA (Healthcare Financial Management Association) , and participates on leadership committees with a number of health plans.

Chief Financial Officer (CFO)
Paul Biberkraut
Paul joined PPMSI in October 2018. Previously he worked as the CFO of Inter Valley Health Plan, a not-for-profit Medicare Advantage health plan, CFO of CHCN, a Medi-Cal risk bearing network of eight Federally Qualified Health Centers and CFO of another Medicare Advantage health plan. Paul brings a diverse set of skills in finance, accounting, business analysis, healthcare compliance, operations and risk management from his 30+ year career as a senior financial leader in publicly traded, private and non -profit organizations in the USA, Canada and the United Kingdom.

Paul is a graduate of McGill University of Montreal, Canada with a bachelor’s degree in commerce and a graduate degree in public accounting; is a member of the Chartered Professional Accountants of Canada and has an Executive MBA awarded from Pepperdine University. In the past, Paul has volunteered as a board member of not-for-profit family social service agencies.

Chief Medical Officer (CMO)
Kersten Kraft MD
Dr. Kraft has served as President of the SCCIPA since 2008. He also serves as the Chief Medical Officer of PPMSI, the MSO for SCCIPA. After spending 16 years at Stanford University (undergraduate, medical school, residency in Urology) he established his medical practice at Good Samaritan Hospital in San Jose, more than 30 years ago. He was general partner and president of Mobile Kidney Stone Centers of California, a joint venture of physicians, physician groups and Good Samaritan Hospital, which grew to be the second largest lithotripsy operation in the country. He continues to practice Urology and is listed in Best Doctors annually. Kersten has served on the boards of APG (American Physicians Group), Health Access Solutions, and was a member of the NCQA committee for standards of specialty physician excellence.

Vice President of Operations
Cristina Lopez-Pollard
Cristina brings a comprehensive Managed Care background in contracting, communications, provider relations, business development, claims, Medicare Advantage risk adjustment, stakeholder and strategic development. Her past work history includes Medicare Managed Care, Medi-Cal Managed Care, Commercial HMO, Cal MediConnect, and medical group experience. Her broad based knowledge and her understanding of the unique challenges in the Bay Area markets, will be an excellent addition to the executive team.

Vice President of Medical Management
Carvel Tefft MD
Carvel Tefft, MD, SFHM, MMM joined PPMSI as Vice President of Medical Management in September, 2018. Dr. Tefft graduated from Brown Medical School, and trained in Internal Medicine. He also earned a Masters in Medical Management at USC. He practiced as both a primary care physician and a hospitalist, and has 13 years of experience as a physician executive. His leadership journey started as Director of the hospitalist program at Alta Bates Summit Medical Center in Oakland. In his next role he was asked to step up as the Administrative Medical Director for the three Sutter campuses in Berkeley and Oakland.

Most recently, Dr. Tefft comes to us from the Hill Physicians Medical Group, where he led a clinical team of 140 FTE’s, serving close to 400,000 members. We are certain that Dr. Tefft’s history of achievement in reaching “quadruple aim” targets will propel SCCIPA into optimizing the value of care for our members and the support of our providers.
